CHARLES ANDERSON, MBA, PE
PRINCIPAL CONSULTANT & CEO
Mr. Anderson is a registered civil engineer in the State of California, with fifteen years of broad engineering experience in the areas of water conveyance, dam safety, and utility-scale solar. His background includes experience in dam instrumentation evaluation and reporting for concrete, rockfill, and earth embankment dams. Mr. Anderson has planned and managed the replacement of low-level outlet gates, coordinated underwater dive inspections, and performed allowable stress analyses for drum gates. Mr. Anderson’s experience also includes the static and dynamic stability analysis of several low hazard dams and the seismic evaluation of critical dam safety controls, including spillway gate operators, low-level outlet and intake gate operators, and gate power sources. Mr. Anderson has developed or evaluated nearly 3 GW of greenfield and acquisition projects across the U.S., Ontario, Canada, and Mexico. Many of these developments have included a variety of development constraints including, frost heave, loose sand deposits, caliche, and flood hazards. Mr. Anderson holds an MBA from the University of California at Davis.
LEONARD E. CARDOZA, MS, CEP, PMI

Len Cardoza is a Certified Environmental Professional and former Commander and District Engineer of the San Francisco District, Corps of Engineers. After retirement from the Corps of Engineers in 1994, Mr. Cardoza spent two years with a consulting engineering firm focusing on coastal engineering, wetlands restoration, dredging, and improvements to marinas, ports, and harbors. Mr. Cardoza’s current focus is on dredging and environmental restoration. He has performed dredge inspections for the Port of Oakland, Port of San Francisco, California Maritime Academy, and other public / private entities since 1992. Len Cardoza holds a Bachelor of Science Degree in Biology from the University of Santa Clara and a Master of Science in Administration / Wastewater Management from Central Michigan University. Mr. Cardoza is also a graduate of the United States Army Command and General Staff College.
